Our client a registered Investment Society is seeking a highly qualified Procurement Officer.

Job Location: Nairobi, Kenya

Salary: Kes. 61,000-90,000

Contract period: 3 years

Overall Purpose:

Reporting to the CEO, the Procurement Officer will be responsible for overseeing the procurement process by implementing effective strategies, policies, and procedures to ensure the efficient and cost-effective acquisition of goods and services. This position will require managing the entire procurement lifecycle, from planning and tendering to contract execution and supplier management.

Key Duties and Responsibilities:

  • Develop and implement procurement strategies, policies, and procedures in alignment with organizational goals.
  • Compile and manage the annual procurement plan, forecasting the Society’s procurement needs.
  • Prepare and process tender documents, quotations, and contracts by established procedures.
  • Coordinate the tender opening process and lead the evaluation of bids.
  • Work closely with the Finance department to ensure timely and accurate payments to suppliers.
  • Monitor the delivery of goods and services to ensure compliance with contract terms.
  • Generate procurement reports, including goods and services performance evaluations, and other ad-hoc reports as needed.
  • Maintain an updated list of suppliers, ensuring pre-qualification of competent providers of goods, services, and works.
  • Promote awareness of the Public Procurement Act and ensure compliance across the Society.
  • Maintain a tender opening register and ensure adherence to procurement protocols.
  • Establish and maintain a central record system for all procurement documents and activities.
  • Administer contracts and monitor performance to ensure compliance with agreed terms and conditions.
  • Collaborate with the relevant departments to inspect goods and services for quality assurance.
  • Support the disposal process according to relevant guidelines.
  • Perform any other duties as assigned by the management.

Academic and Professional Qualifications

  • Bachelor’s degree in Procurement, Logistics, Supply Chain Management, or a related field from a recognized institution.
  • Professional certification in Procurement (e.g., CIPS or KISM) is an added advantage.
  • In-depth knowledge of ERP systems and procurement software.
  • Active membership in a relevant professional body (e.g., CIPS, KISM) in good standing.

Work Experience

  • Minimum of Five (5) years of relevant experience in a busy procurement environment.

Knowledge and Skills:

  • Comprehensive understanding of procurement strategies, policies, procedures, and regulations, including the Public Procurement Act, tendering, and contract management.
  • Strong ability to develop annual procurement plans and effectively forecast procurement needs.
  • Expertise in managing supplier lists, pre-qualifying vendors, and evaluating supplier performance.
  • Excellent organizational and time-management skills to ensure the timely delivery of goods and services.
  • Collaborative skills to work with the Finance team to ensure budget adherence and facilitate timely payments.
  • Strong communication and problem-solving skills to manage internal and external stakeholders.
  • Attention to detail, particularly in inspecting goods and managing the disposal process.
